COM 2023 Bond Updates

During the May 2023 election, COM successfully passed its $250 million general obligation bond.

This bond will allow the College to complete phase two of its long-range facilities master plan, which seeks to update and/or replace a significant percentage of the 57+ year old, aging facilities at the Main Campus.

The long-range master facilities plan directly addresses the region's immense growth, and ensuing education and workforce training needs through the development of new programs, new buildings and new opportunities for student success.

On a quarterly basis, COM will provide the BOT and community with projects associated with the COM 2023 bond.

Oct. 2022

COM 2023 Bond Advisory Committee formed.

Jan. 2023

On Monday, Jan. 23 with a 7-0 vote, the COM Board of Trustees unanimously approved calling for a $250 million May bond election.

May 2023

On May 6, voters approved the $250 million bond.

July 2023

During the July 24 BOT meeting, the College Administration provided a presentation of the closed-bid process that occurred by the College to identify architects to assign to bond projects.

Aug. 2023

At the Aug. 28 Regular BOT Meeting, trustees approved awarding architectural design services for the Welding and Industrial Education Buildings to Joiner Architects, the Public Services Center to RDLR Architects and the Library Classroom Building (LCB) to Cannon Design.

Sep. 2023

At the Sept. 25 Regular BOT Meeting, trustees approved awarding Architectural design services for the Corporate and Continuing Education Center to Kirksey Architecture. The trustees also approved the Schematic Design for the Welding and Industrial Education Projects.

Oct. 2023

Demolition of the Technical Vocational Building began on Oct. 16

During the Oct. 23 Regular BOT Meeting, trustees approved:

  • Design development submission for the Welding and Industrial Education Buildings
  • Pogue Construction as the Construction Manager at Risk (CMAR) for Welding and Industrial Education Building projects
  • Durotech, Inc. as the CMAR for Public Service Center building project
  • Consolidation of the programming needs for the Academic Classroom Building into the LCB resulting in one larger more efficient building

Nov. 2023

Design work continues on the LCB, Public Service, Welding and Industrial Education Building projects.

As design milestones are reached, presentations will be made to the trustees and community at upcoming BOT Meetings.

Jan. 2024

Design work continues on the Library Classroom Building, Public Safety Careers Center, Welding and Industrial Education Building, Corporate & Continuing Education Center, Parking Lots A, B and C projects.

Feb. 2024

During the February 26, 2024, regular Bord of Trustee (BOT) meeting, trustees approved:

  • The design of Parking Lots A, B and C and the replacement of the underground fire line and water line utilities
  • The schematic design for the Corporate & Continuing Education Center project
  • The design development for the Public Safety Careers Center project
  • Cannon Design - Furniture Design Studio for furniture planning services for the Bond 2023 projects

March 2024

During the March 27, 2024, regular BOT meeting, trustees approved the schematic design for the Library Classroom Building.

Design phase completed for the Welding and Industrial Education Building and Parking Lots A, B and C.

April 2024

At the April 22, 2024, regular BOT meeting, trustees approved:

  • The design development for the Corporate & Continuing Education Center
  • The final construction documents for the Welding Building addition/renovation & Industrial Education Building renovation

May 2024

At the May 29, 2024, regular BOT meeting, trustees approved:

  • Awarding the Guaranteed Maximum Price (GMP) for construction services to Pogue Construction Company, LP for the Welding Building, Industrial Education Building, Physical Education Racquet Ball Court, Doyle Family Administration Building VP Suite, Shell Space and Marketing Suite Renovation projects
  • Broaddus Construction, LLC for construction services for Parking Lots A, B, C and underground utilities
  • All projects are on schedule.

Parking Lot Construction & Closures

Posted July 1, 2024

Beginning on Tuesday, July 2, construction work will begin in our campus parking lots as part of our ongoing infrastructure improvements. The construction will be conducted in multiple phases, impacting the availability of parking in different lots at different times. Below are the details of the construction phases and the associated closures. (Please note that all dates are approximate.)

Parking Lot C and Underground Utiities

  • July 2, 2024 - November 16, 2024 — Parking Lot C will be completely closed. The entrance will be barricaded and accessible only to construction personnel. Individuals are encouraged to park in lots D and B during this timeframe.
  • July 2, 2024 — September 12, 2025 – A construction trailer will be located near Parking Lot C. (See #3 on attached map)

Parking Lot A

  • July 2, 2024 - September 12, 2025 — The backmost graveled end of Parking Lot A closest to Amburn Road will be closed and accessible only to construction personnel. Construction material storage and construction parking will take place in this area during this timeframe. (See #1 and #2 on map)
  • November 17, 2024 - May 15, 2025 — Parking Lot A main area will be closed for construction.

Parking Lot B

  • May 16, 2025 - September 12, 2025 — Parking Lot B will be closed during this period. Please plan accordingly.

Additional Information:

  • Additional Construction Parking: Will be located across the street from Parking Lot D from July 2, 2024 - September 12, 2025. (See #4 on map)
  • Parking Lot D Closure: From April 1, 2025 - June 1, 2027. (See #6 on attached map)
  • Additionally, certain areas will be closed temporarily for utility work. Dates for these closures will be announced once finalized. (See #5 on map)
